賴清德市長期許各級學校積極推動英語成為臺南市第二官方語言，首先昰打開及培養孩子的「英語耳朵」，落實國中小英語課每周一節全英語教學，加強學生的「聽」、「說」能力；第二將英語融入各領域教學，希望校長鼓勵對英語有興趣的科任老師盡量使用英語授課，向學生示範如何「使用」英語，而非「教學生英文」，讓學生覺得英語是生活中的工具，而非一門學科；第三增加英語學習資源，英語課向下延伸至小學一年級的學校數逐年增加、並辦理課後英語班；第四是鼓勵教師組織專業成長社群的成立，讓教師與學生共同營造一個能夠「使用英文」的環境，打造臺南成為一個國際城市。

Mayor William Lai has been urging all schools to promote English as the Second Official Language of Tainan City. The first step of the policy is to ensure all junior high and elementary school students receive at least one period of English class in English only, in goal of improving students’ overall listening and speaking skills.
